As a licensed ham, I can tell you that most of the frequencies Kenadian listed above are just outside of the 70cm band, which is separate from emergency communications and airport stuff, for instance. Any cheap dual-band handheld ham radio should still be able to pick up on these frequencies even if it can't legally transmit above 450 MHz.
